pip 22 supports Python ≥ 3.6; Python 3.7 technically satisfies this. However, Python 3.7 reached EOL in June 2023. Many popular packages (NumPy, Pandas, scikit-learn) have dropped Python 3.7 in recent releases. This combination is not viable for projects with modern dependencies.
